According to the Gazette Notification - River Ganga (Rejuvenation, Protection and Management) Authorities Order, 2016 , “Ghat” means sloping part at Bank of River Ganga or its tributaries with artificially constructed steps or sloping piece of land used for providing easy human access to water of River Ganga or its tributaries and includes usage of such parts for religious or other related purposes; The Ghats are the interface between land and water and this turns Ghat into a scared entity and finds physical expressions in the built form through Staircase, Sacred Groves etc.
The Ghats are one of the very few typologies in the country which are enjoying huge footfall on its own. This factor should be used as a means to portray the rich culture of the place, both tangible and intangible, to the local, national and international visitors. The Riverfront development, if done strategically for the River Ganga, is a huge opportunity for not only developing Ghats and Crematoria but also protecting the entire riverfront from eroding further. This task of Ghat development needs a multidisciplinary approach with inclusion of best practices from various fields like Architecture, Conservation, Landscape, Sustainability, Capacity Building, Education and awareness etc. It is always preferable to take up Modification and repair works to the existing Ghats than to take up new Construction.
After adopting the Ghats, the agency should go to site, consult local bodies, understand the needs of local people and propose development accordingly. It must be combined with proper strategy for future O&M. A resolution from the ULB for undertaking O&M should be obtained before commencement of works. It is also mandatory to obtain all the necessary NOCs and clearances. The construction works must be in agreement with the notification of the River Authority order dated 7th October 2016 especially as prescribed in Para(4), regarding the “Principles to be followed for the rejuvenation, protection and management of the river Ganga” should be followed.
